This document sets out the agreed Terms of Reference for the NIC study on infrastructure planning. The study will build on work already undertaken across government, including as part of the Nationally Significant Infrastructure Project (NSIP) Action Plan to be published by DLUHC shortly. The NIC will provide a final report by Spring 2023.
