Lord Tunnicliffe (Lab):...Although the new changes to the Highway Code are welcome, few people are aware of them. The AA has conducted research that has found that many drivers have no intention of looking at the new rules, while Cycling UK warned of the dangers of a lack of official publicity—no wonder, given that there seems to be no concerted effort to make the public aware of these changes. In response to a Written Question by the shadow Transport Secretary last month, a Minister responded that an awareness-raising campaign would not begin until February, with a broader behaviour change campaign later in the year...
