Bob Blackman (Harrow East) (Con): On 21 June 1824, in the wake
of the end of the Napoleonic wars and the mass industrialisation of
this country, the Vagrancy Act 1824 was introduced in Parliament
and came into effect. The Act criminalised begging and people who
are homeless sleeping on our streets. Disgracefully, that law is
still on our statute books today. Given the sparsity of legislation
that the Government are bringing forward, is it not time that we
