Budget 2018: Carbon Emissions Tax technical note

At Budget 2018, the government announced it would introduce a new Carbon Emissions Tax from 1 April 2019, only if the UK leaves the EU without an agreement. This technical note gives further details in the event the UK leaves the EU in March 2019 without a deal.
