plan for the bank points to examples in other countries in which
national investment banks have improved economic performance. I
have worked with such banks in China,
Singapore, India and Japan, and I agree that they can
improve economic performance. However, they can do so only if they
are part of a coherent economic policy framework in which there is

enterprise agencies and business, and a supportive environment for
the establishment and growth of business in the first place.
Conservatives’ concern is that such clarity, alignment and support
for business have been absent from Scottish National Party economic
policy for a number of years...
