Mr Bacon: There are several issues here.
There is one you refer to of
companies where too much of their business as
a proportion comes from
Government—A4e was an example of that. But there is
also the broader
issue of a whole range of companies
that have grown up—Serco, Capita,
G4S; we all know who they
are—who did not exist 25 years
ago. They have
become very good at bidding, and then they take people on
to their balance
sheet for whatever purpose it is when, and only
when, they have got the
bid, because their core skill has become bidding.
